President of India Presents National Florence Nightingale Awards

The President of India, Shri Pranab Mukherjee presented the National Florence Nightingale Awards to nursing personnel today (May 12, 2015) on the occasion of International Nurses Day at Rashtrapati Bhavan.

Speaking on the occasion, the President said that the conferment of the National Florence Nightingale Awards is a fitting tribute to the iconic ‘Lady with the Lamp’. He stated that he did believe that India’s nursing fraternity – both in the Government as well as the private sector, have earned tremendous admiration and respect wherever they have served -and continue to serve – because of their uncommon devotion and dedication to their calling. As a key constituent of the workforce of the country, they are an invaluable asset. While serving in challenging conditions abroad, they have brought credit to our nation and contributed significantly through their remittances. Through their disciplined attitude and high level of proficiency, they have earned tremendous goodwill in all parts of the world.

The President expressed happiness over the several initiatives taken by the Government of India for the development of pre-service and in-service training and education for the development, upgradation and strengthening of nursing services in India. He stated that there is a need to continue to maintain this momentum to ensure that the requirement of nursing personnel in our country is adequately catered for. He was confident that the new measures that have been taken will go a long way in achieving the desired results.

Northeast MPs call on PM

An All-Party delegation of Northeast MPs, led by former Speaker of the Lok Sabha, Shri P A Sangma met the Prime Minister Shri Narendra Modi here today and handed over a memorandum to him in the presence of Union Minister for Development of Northeast Region (DoNER), Dr Jitendra Singh.

Prime Minister Shri Narendra Modi, who is taking a personal interest in the development of Northeastern region, gave a patient hearing to the delegation and enquired about the observations made by the MPs on a wide range of issues.

Union DoNER Minister Dr. Jitendra Singh said that Northeast is a part of Prime Minister’s India Vision and enjoys high priority for the present Government. He referred to PM’s recent visits to Northeast during which he inaugurated the first ever rail link to Meghalaya and also declared the launch of high power hydro-electric projects. Recognizing the aspirations of the youth of Northeast, Shri Narendra Modi has also announced a Sports University for Manipur and six Agricultural Colleges, he added.

The Prime Minister is keen to bring Northeast at par with the rest of India, said Dr. Jitendra Singh and informed that under PM’s directions, Government of India has prepared a roster wherein eight Union Ministers will be travelling to different Northeast States every fortnight which, in other words, means that there will be one Union Minister in each of the Northeast States in every fortnight. The PM has also emphasized on specialized areas like organic farming, he added.

Dr. Jitendra Singh also referred to the recently introduced new innovative programme called “DoNER at Door-step” wherein a Secretariat Camp of DoNER Ministry will be held every month by rotation in each of the eight different States of the region.

The memorandum handed over by Shri P A Sangma to the Prime Minister described at length the various potential projects which could be taken up in each of the eight States in the near future. It broadly refers to a “10 - Point Action Agenda” envisaging strengthening of institutional frameworks, maintaining peace to achieve prosperity, enabling growth through road, rail and aviation connectivity, strengthening power generation and transmission, managing natural resources, empowering Northeast youth, creating jobs through industry entrepreneurship and tourism, harness of geological and cultural richness, realising the “Act East” vision and ensuring better healthcare.

Prominent among the MPs who were part of the delegation included the Minister of State for Home Affairs Shri Kiren Rijiju, S/Shri Neiphiu Rio, P D Rai, Hishey Lachungpa, Kamakhya Prasad Tasa, Shankar Prasad Dutta and C L Ruala.


New Airports for Increased Air Traffic

Government of India (GoI) has granted "in principle" approval for setting up of 15 Greenfield airports in the country namely, Mopa in Goa, Navi Mumbai, Shirdi and Sindhudurg in Maharashtra, Bijapur, Gulbarga, Hasan and Shimoga in Karnataka, Kannur and Aranmula in Kerala, Durgapur in West Bengal, Dabra in Madhya Pradesh, Pakyong in Sikkim, Karaikal in Pudducherry and Kushinagar in Uttar Pradesh. Further, GoI has laid down Route Dispersal Guidelines (RDG) with a view to achieve better regulation of air transport services taking into account the need for air transport services of different regions of the country. It is, however, up to the airlines to provide air services to specific places depending upon the traffic demand and commercial viability. As such, the airlines are free to operate anywhere in the country subject to compliance of RDG issued by the Government. Presently, airlines are operating to/from 76 airports in the country including major cities.

GoI has set up an independent regulatory body, namely, Airports Economic Regulatory Authority (AERA) to determine the tariff for aeronautical services provided at major airports in the country. Further, the fuel charges are levied by the airlines as a part of total airfare on account of cost of Aviation Turbine Fuel (ATF) and other relevant factors essential for airline operations. Concerned State Governments are responsible for rationalization of ATF pricing.

This information was given by Minister of State for Civil Aviation, Dr. Mahesh Sharma in a written reply to a question in Rajya Sabha today.


Take Lead in M2M Technology Implementation-Prasad

‘National Telecom M2M Roadmap’ was released today by Shri Ravi Shankar Prasad, Hon’ble Minister of Communication & IT in the conference on‘ Smart Infrastructure: Supporting Policies and Regulations for M2M Communications’. Anticipating the promising potential of M2M, DoT has come up with this Roadmap which will serve as a single reference document for all the M2M stake holders in India. It is first of its kind initiative taken by any government in the world. This roadmap is aimed to provide guidance to all the stakeholders to nurture M2M Communications.

Speaking on the occasion, Sh. Ravi Shankar Prasad said that M2M Communications will impact every aspect of life of common man and results in substantial and tangible social and economic benefits to consumers, businesses, citizens and government. He said at a time when the country is focusing on digital empowerment, it has to be ensured that it plays a lead role in the implementation of M2M technologies. He said all concerned agencies should join hands to ensure that all needed infrastructure is put in place at the earliest.

He said standardization of M2M roadmap becomes more important, as the country heads towards setting up 100 smart cities and introducing digitalization all over the country. He opined that the adoption of M2M based applications in areas like healthcare, tele-education, smart grid, smart building, smart city etc. have enormous potential to boost the socio-economic development of the country. He emphasized that M2M is going to be the key enabler for the Government vision of Digital India, Make in India and proposed Smart cities in India.

Sh. Rakesh Garg, Secretary (T) in his address stressed that for success of M2M based smart infrastructure, synergy and close coordination amongst various sectors is crucial i.e. Telecom, IT, Road, Health, Transport, Power, Agriculture etc since development in one field should be aligned with requirement of its user field. For this he proposed the constitution of an Apex body to address inter-ministerial coordination requirements.

Sh. Pradeep Kumar Sinha, Secretary Power, Sh. Vijay Chhibber, Secretary MoRTH and Sh. R S Sharma, Secretary DeitY in their keynote addresses emphasized that success of Smart Vehicle, Smart Grid, Smart Cities and related IoT applications will ride on robust communication infrastructure. The requisite communication policies and coordination will be more meaningful with M2M initiatives of DoT.

Sh. S.S. Sirohi, Member (Technology), highlighted the efforts of TEC to bring out reports with the objective of achieving interoperability among devices/ network/ applications and harmonization of Indian standards with global standards, on four sectors namely Automotive, Health, Power, Safety and Surveillance and one on M2M Gateway and Architecture. All five were also released in the function.

Reiterating the importance of IPv6 adoption ‘Compendium on IPv6 Based Solutions/ Architecture/ Case Studies for Different Industry Verticals’ was released today which will further help Industry to plan IPv6 migration as well as planning IPv6 based networks for M2M rollout. India has one of the eight world class IPv6 test lab setup in TEC. For the first successful product testing,’IPv6 Ready Logo Certificate’ was awarded to C-DOT.

In the conference, there were sessions on M2M base applications for Different Industry Verticals, M2M Regulation and Policy Requirement, Development of Open & Scalable M2M Ecosystem, Way forward where various aspects to develop complete M2M eco-system in India were discussed.


National Crisis Management Committee (NCMC) meeting held

The situation arising out of the earthquake that struck in Nepal and in some parts of India today was reviewed by the National Crisis Management Committee (NCMC) headed by the Cabinet Secretary Shri Ajit Seth. The Chief Secretaries of Uttar Pradesh, Bihar, Sikkim and West Bengal were also consulted through video conferencing. The State Governments have not indicated any assistance so far. However, the Government of India is in constant touch with the State Governments and has assured them all possible help. All the concerned authorities in the Government are keeping a close watch on the situation.

Earlier, the Union Home Secretary Shri LC Goyal reviewed the situation with Members of the National Executive Committee (NEC). The NDRF and IAF teams have been kept on a standby for immediate movement in case there is a request. It has been decided to give gratis visa-on-arrival both at the airports and at the land points.

17 casualties, - 16 in Bihar and 1 in Uttar Pradesh, - have been reported from the States. Control Room with phone number 011-1078 is functioning in NDMA round the clock.
