NDA’s government’s record breaking feats in one year:  India achieves lowest ever Power deficit in history and highest ever increase in power capacity addition; Highest ever Coal production by CIL;  Coal bearing states to get estimated Rs.3.35 lakh crore through e-auction; Renewable Energy capacity to increase five fold

The past 365 days saw many record breaking achievements and launch of several foundational initiatives towards realizing Prime Minister Shri Narendra Modi ji’s vision of 24x7 affordable power for all.

Last year’s milestones include, lowest ever power deficit in India’s history – 3.6%, highest ever power capacity addition – 22,566 MW, highest ever increase in transmission line capacity – 22,100 circuit kilometres, highest ever increase in sub-station capacity – 66,554 MVA and highest ever coal production increase by Coal India – 32 million tons.

Also power generation growth was highest in 20 years – 8.4%, coal production growth highest in 23 years – 8.3% and solar capacity increased by 42%.

Elimination of corruption with Rs. 3.35 lakh crores of potential revenues going to coal-bearing states especially in Eastern India through transparent coal e-auctions and allotments, over the lifespan of mines. E-auctions have set the basis for transparent and honest allocation of natural resources.LED bulb price also reduced by 74% due to transparent procurement (Rs. 310 in Feb 2014 to Rs. 82 in Mar 2015).

Future plans launched include more than5 times increase in renewable energy capacity to 175,000 MW by 2022 (Organized Renewables Financing Conference, RE-Invest 2015 which attracted commitments of 273,000 MW), 5 new UMPPs in plug-n-play mode(total 20,000 MW), reduction in peak load shortages through revival of stranded gas based power plants through transparent e-bidding, Rs. 1.09 lakh crore investment in sub-transmission and distribution through Deen Dayal Upadhyay Gram Jyoti Yojana (DDUGJY) and Integrated Power Development Scheme (IPDS) and Rs. 1 lakh crore of new transmission projects to be bid out in the current year.

Clean energy will be prioritised with 25 solar parks of about 100 MW each planned & a Rs 38,000 crore green energy corridor being set up to transmit renewable energy.

All bulbs to be replaced with LEDs over next three years resulting in huge savings in power bills for consumers while proposed amendments to Electricity Act will give consumers power to choose and change power supplier with competition improving affordability and service.

Focus on development of backward regions is our government priority. Investment of Rs. 9,865 crore approved for upgrading power systems in 8 North Eastern states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura). Transmission line approved with investment of Rs 26,000 crore to evacute power to southern region from western region.

Under the CSR programme, over 1,25,000 school toilets taken up at a cost of  Rs. 2,250 crore particularly in states like Uttar Pradesh, Bihar, Odisha , West Bengal , North East etc.

While the above plans lay down a clear roadmap towards24x7 affordable power for all, the performance so far provides ample confidence that Prime Minister’s mission will be fulfilled.


India – Bangladesh Inter Governmental Railway Meeting (IGRM) concludes in New Delhi

India – Bangladesh Inter Governmental Railway Meeting (IGRM) was held in New Delhi on May 25th – 27th, 2015. Besides officials of Indian Railways and Bangladesh Railway, representatives of departments of Customs, Immigration and External Affairs from both countries also participated in the deliberations.

During the course of extensive deliberations that were held in keeping with the established environment of mutual trust and co-operation between the two Railways, satisfaction was expressed at the implementation of the decisions taken in the last meeting, which was held in Dhaka in April 2014 to augment the frequency of Maitree Express to three round trips in a week with effect from 4th January 2015. As regards the need / feasibilities of increasing the frequency of this train to four times, it was agreed that Bangladesh Railway would conduct a due diligence exercise and revert to Indian Railways in due course. It was also agreed that both sides would further pursue the initiative to shift Customs and Immigration checks to Kolkata and Dhaka. To this end, IR expressed its readiness to convert Maitree Express into a fully air conditioned service.

In response to the popular demand and need for introduction of a weekly passenger service between Khulna and Kolkata, both sides agreed to expeditiously evaluate the feasibility of initially operating this once a week service via the longer Gede – Darsana route with an Indian Railways’ rake and review arrangements after issues relating to conduct of Customs and Immigration checks at Benapole/Petrapol or at Kolkata/Dhaka get settled.

The need for immediate introduction of Container train services between India and Bangladesh was reiterated by Indian Railways. It was appreciated by both sides that this would help in optimizing the level of trans-border clearance of goods and in bringing down the overall transaction cost for trade. Both railways also agreed to start transportation by rail of Petroleum products from Numaligarh Refinery in Assam to Parbatipur in Bangladesh via the existing interchange points at Rohanpur and Singhabad.

With a view to catalyze growth in trade between the two countries, the need for undertaking rail connectivity projects like Radhikapur (India) – Birol (Bangladesh), Chilahati (Bangladesh) – Haldibari (India), Shahbazpur (Bangladesh) – Mahisasan (India), Akhoura (Bangladesh) – Agartala (India) and Feni (Bangladesh) – Belonia (India) was appreciated by both sides.

In response to IR’s request for being allowed access to BR network for the purposes of carrying through traffic to and from its Eastern States, Bangladesh Railway agreed to have the proposal placed for due consideration at the appropriate levels of its Governments.

The Morning Hits on Irctc Website go up from 10million to a Peak of 30 Million

Additional Computer Server Being Put in Place to Augment the Booking Capacity of the Irctc Site to Cope up with the Increased Traffic

Complaints have been received regarding intermittent malfunctioning of IRCTC Website particularly during morning time in last one week. The complaints relates to the following:-

(1) Inability to access the site

(2) Failure to complete the transaction

(3) Long queuing/waiting time

(4) Improper ticket transaction

(5) Forced logout

The Ministry of Railways would like to submit that the IRCTC Website has capacity for a defined level of transactions. However, since 21st May 2015 an unprecedented level of train cancellations have been forced on the railway system by agitation on Kota-Mathura route which is still continuing. This section which bears the major traffic between South and North and North to West has been cut off due to agitation. Till 1300 hrs of 27th May 2015, 208 mail/express trains have been cancelled, 9 partially cancelled and 109 trains have been diverted on alternative routes. This cancellation/diversion has lead to an unprecedented level of cancellations of reservations, revised reservation requests, enquiries etc.

It may be noted that since the agitation started, more than 1.9 lakh cancellations are being done daily against 1.1 lakh cancellations being done normally by IRCTC Website, an increase of 70%. It may be noted that cancellation of one journey normally leads to a revised application for reservation for anticipated future date. This has lead to a sudden upsurge of hits on the IRCTC Website. Further, it may also be noted that once a passenger cancels a ticket, he tries to go in for Tatkal and as a result the search has been particularly surged from 10.30 in the morning which is normally Tatkal period. The number of hits between 10 AM to 11 AM which were normally in the range of 10 million have gone up 22.3 million since start of agitation, touching a peak of 30 million on 22nd May 2015.

IRCTC Website is not geared for such abnormal increase of traffic and hence the reported problems. However, steps have taken to mitigate the problem in this moment of crisis and additional server is being put in place to augment the booking capacity of the site and to cope with the increased traffic.


Dr Harsh Vardhan Addresses Indian American Coummunity at New Jersy USA on One Year Achievements of NDA Government”

The Union Minister for Science & Technology and Earth Sciences Dr Harsh Vardhan, said that Shri Narendra Modi Government wants to restore the lost glory of India by changing the developmental model that integrates our old wisdom with modern scientific knowledge. Addressing the Indian American community at New Jersy, USA last evening elucidating various steps taken by the NDA Government, he said the confidence of people, both within and outside India has now been restored. The minister said that Indians were desperate to have leaders who would govern to make their lives meaningful and full of purpose and so they gave a clear mandate in the last elections.

Dr. Harsh Vardhan said speedy steps are being taken to meet people’s expectations through an efficient, effective, transparent, ethical, and development oriented governance. The Prime Minister’s vision is to achieve uninterrupted power for all in the country by 2022. Target for production of Renewable Energy, including solar power has been set at 100 GW by 2022. India aims to become world’s largest producer of mobile telephones and computers following Modi government’s green signal to investment in Semi-conductor Wafer Fabrication units. Technology is sought to be fully exploited, he said

The Minister pointed out that various steps taken by the government has already led to substantial reduction consumer, food and whole sale inflation rates. The World Bank predicted a GDP growth rate of 8 per cent for India by 2017, making it the fastest growing large economy in the world. Dr. Harsh Vardhan also informed the gathering that 49% FDI in Defence, 49% FDI in Insurance, besides easing in Norms for various sectors including for construction and medical devices are all being undertaken by the government.


Creation of Regional Sports Federations and their recognition

          From time to time Ministry of Youth Affairs and Sports has received requests from various sports federations for grant of recognition as National Sports Federations (NSFs).  The requests thus received generally fall in the following categories:-

                          i.            Indigenous sports popular in some regions of India.
                        ii.            Hybrid format of various sports played abroad.
                     iii.            Modified format of various martial art sports.
                     iv.            High cost sports disciplines which are played in India occasionally at a few places.

The matter has been examined in the Ministry and with a view to promoting and giving due acknowledgement and importance to sports having regional spread, it has been decided with the approval of the competent authority to consider granting recognition to sports federations of certain indigenous sports discipline as Regional Sports Federations (RSFs) subject to the following conditions:

          i.         The sports disciplines must be popular in a region/state and played in one or more states.
        ii.         The sports should have been played in the region for at least last 10 years.
     iii.         The RSFs seeking recognition from the Govt. should have conducted championships in all the categories namely Senior, Junior & Sub-Junior.
     iv.         In case there is an international body for a sport discipline, the recognition of the said body would be necessary.  In case there are several bodies in the international level for the same sports, and if, more than one RSF applies for recognition, the Govt. shall take a decision in the matter and the reasons for that will be recorded in writing.
        v.         One of the conditions for recognition as NSFs, i.e. the Federation should have affiliated units in 2/3rd of the State/UT’s will not be applicable for grant of recognition as RSFs.
     vi.         There shall be only one RSF for each sport.
   vii.         Federations of only indigenous sports will be considered for recognition as RSFs.

          For remaining sports disciplines, the present guidelines for grant of recognition to NSFs will continue.

4th North East Youth Festival To Be Held At Majuli, Assam From 29th To 31st May, 2015

The 4th North East Youth Festival is to be held at Majuli, Assam from 29th to 31st May, 2015. The Festival is being organized by the Nehru Yuva Kendra Sangathan (NYKS) on behalf of the Ministry of Youth Affairs and Sports, Government of India.

With contingents from the eight North East States, NYKS volunteers, delegates from other states for the Food Festival and Yuva Kriti and cultural troupes and youth delegates from the neighboring districts, about 2100 youth delegates will participate in the three day festival.

The main components of the North East Youth Festival are: -

a. Competition Events such as folk dances, folk songs, one act play, instrumental Guitar and Rock Band Competition

b. Non Competition Events such as cultural, musical and martial arts show c. Food Festival and Yuva Kriti (All India flavour) and

d. Seminars on youth related issues.

The festival is scheduled to be inaugurated by Union Minister for Chemicals & Fertilisers, Shri Ananth Kumar on 29th May, 2015. Union Minister of State (Independent Charge) for Culture, Tourism and MoS for Civil Aviation, Dr. Mahesh Sharma, Minister for Transport, Excise, Sports & Youth Affairs, Govt. of Assam Shri Ajit Singh along with prominent Members of Parliament from Assam will grace the inaugural function as the Guests of Honour.

The Governor of Assam will be the Chief Guest at the Closing Ceremony of the 4th North East Youth Festival on 31st May 2015. Union Minister of State (Independent Charge) AYUSH, Shri Shripad Naik, Union Minister of State, Home Affairs Shri Kiren Rijiju along with prominent Members of Parliament will grace the Closing Ceremony as Guests of Honour.

Union Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal will preside over both the Inaugural as well as the Closing Functions.

The North East Youth Festival is organized by the Ministry of Youth Affairs and Sport, Government of India with the objective to foster National Integrity and to know each other better through exchange of culture besides promoting rich cultural heritage of various tribes and people of North Eastern States. It is a grand celebration where the rich cultural traditions and colours of the North East are showcased.

The first North East Youth Festival was held at Kohima, Nagaland from 8 -10 October, 2009, the second North East Youth Festival was held at Shillong, Meghalaya from 7-9 April, 2011 and the third North East Youth Festival was held at Itanagar, Arunachal Pradesh from 7-9 November, 2012.
