Indian Railways Bags Gold in Indian Senior Men National Hockey Championship

Indian Railway Hockey Team (Men) participated in 5th Hockey India Senior Men National Hockey Championship held at Pune from 16th to 29th April 2015 and won Gold Medal by beating Uttar Pradesh in final with a score of 5-3.


Indian Railway Hockey Team (Men) had won Gold Medal on last occasion in the year 1997 by beating Tamilnadu.

The largest ever team of Young Innovators from across India get set to compete at the Intel International Science and Engineering Fair (Intel ISEF) 2015 in Pittsburg USA

The Union Minister of State for Science & Technology and Earth Sciences, Shri. Y. S. Chowdary has said  that children should not to be lost in internet usage as lots of information could only be a burden, while systematically gained knowledge would give them strength. He was speaking at a special ceremony held at the Indo-US Science & Technology Forum (IUSSTF) in New Delhi last night, where 30 students selected from across the India were felicitated to represent the country, as Team India, at the highly-acclaimed Intel International Science and Engineering Fair (Intel ISEF) to be held from 10-15 May, 2015 in Pittsburg, Pennsylvania, USA. He said today’s children have the advantage of getting any information that they want through search engines unlike people of earlier generations who had to make lot of effort. 30 young innovators would participate at the Intel International Science and Engineering Fair (Intel ISEF) this year; 17 of them would compete against 1,700 finalists from over 70 countries, regions and territories, at the world’s largest pre-college science competition; and 13 other students will participate as observers at this prestigious event. Seventeen of these young innovators from India will compete with teams from across the world at Intel ISEF 2015. Team India will showcase 12 cutting edge ideas to compete for USD 4 million in awards, scholarships and honors such as a chance to be present at the Nobel Laureate ceremony or to have a minor planet named after them (courtesy MIT’s Lincoln Laboratory). The projects were in varied fields from mathematics, computer science, plant sciences, molecular biology, nano sciences and medicine.

The shortlisted students from India are the winners of the Initiative for Research and Innovation in Science (IRIS), a research-based national science fair, held in Ahmadabad, Gujarat in November 2014. The winners were selected by an eminent panel of scientists from the Scientific Review Committee, based on a rigorous process judging innovation and originality.

After Intel ISEF, as part of a joint initiative from Department of Science & Technology (DST), Indo-US Science & Technology Forum (IUSSTF) & Intel, Team India will spend an additional week in USA to gain more exposure and engage in scientific exchanges with the rich scientific community in USA. In this additional week, students will travel to Washington DC for site-visits to science museums, universities, science labs; meet & interact with scientists, professors in their related fields and get an exposure to hands-on activities in labs and museums.

The Intel International Science and Engineering Fair (Intel ISEF) is the world's largest pre-college science fair competition. Each year, more than 6 million young innovators from around the world vie to attend and 1,700 are selected as finalists to share ideas, showcase cutting edge ideas and compete for over USD 4 million in awards and scholarships. 2015 marks 15 years of India’s participation at Intel ISEF, with significant support from the Department of Science & Technology- Government of India, Confederation of Indian Industries (CII) and Indo-US Science and Technology Forum (IUSSTF).

The Indo-US Science and Technology Forum (IUSSTF) was established under an agreement between the Governments of India and the United States of America in March 2000. IUSSTF is an autonomous, not for profit society that promotes and catalyzes Indo-US bilateral collaborations in science, technology, engineering and innovations through substantive interaction among government, academia and industry.

Introduction of Merchant Shipping (Amendment) Bill, 2015 and accession to the International Convention for Control and Management of Ships' Ballast Water and Sediments, 2004 of International Maritime Organization

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the introduction of the Merchant Shipping (Amendment) Bill, 2015 and accession to the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004 (Ballast Water Management Convention) of International Maritime Organization (IMO).

The Convention requires all new ships to implement an approved Ballast Water and Sediments Management Plan. All new ships will also have to carry a Ballast Water Record Book and follow ballast water management procedures to a given standard. Existing ships will be required to do the same but after a phase-in period. Ships are required to be surveyed and certified and may also be inspected by Port State Control officers who can verify that the ship has a valid certificate. They can also inspect the Ballast Water Record Book and in some situations, sample the ballast water.

The Merchant Shipping Amendment Bill, 2015 incorporates into the Merchant Shipping Act, 1958 the enabling provisions required for implementing the Convention. Indian ships of 400 Gross Tonnage (GT) and above on international voyages are required to possess an International Ballast Water Management Certificate. Indian ships below 400 GT plying within the territorial waters of India shall be issued an Indian Ballast Water Management Certificate. Ships which are not designed/constructed to carry ballast water, warships, naval auxiliary or other government-owned non-commercial ships are exempted.

Port authorities will be statutorily obliged to provide ballast water sediment reception facilities. Indian and foreign Ships of 400 GT and above are required to carry onboard a Ballast Water Management Plan. Ships of 400 GT above shall also be subject to survey and inspection. During inspection sample of ballast water can be analyzed (but this sample analyzing process should not cause undue delay in the operation/departure of the ship). If a ship complies with the convention but is still detained/delayed for inspection without any reasonable cause, it will be eligible for compensation/ damages.

The proposed Bill also provides for penalty on violation/non-compliance of the provisions. There are no financial implications to the Government. Ports will charge ships for the use of such facilities.

Background:

Ships fill their ballast tanks with water to stabilize vessels at sea for maintaining safe operating conditions throughout a voyage. Ballast water reduces stress on the hull, provides transverse stability, improves propulsion and maneuverability and compensates for weight. However, ballast water poses serious ecological, economic and health problems due to the multitude of marine species being carried in the process, including Harmful Aquatic Organisms and Pathogens (HAOP).

Industrial Training Institutes

Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that Quality Council of India (QCI) has been engaged with effect from 01.09.2012 for a period of four years to ensure Quality assurance system in various Industrial Training Institutes (ITIs) in the Country.

In a written reply in the Lok Sabha today Shri Rudy said, Quality Council of India grants accreditation to ITIs based upon fulfillment of all the requirements according to the standards set by National Council for Vocational Training (NCVT). The accreditation by the Quality Council of India is pre-requisite for affiliation by NCVT. QCI also advises and guides the institutes towards improvement in the standards & performance of quality rating of ITIs based on standard parameters.

There is no any scheme with a provision of unemployment allowances/stipend to unemployed youth, the Minister added.

Skill Development Schemes in Universities/Colleges

Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that Government is implementing Skill Development Initiative (SDI) Scheme to provide vocational training to people to develop skilled manpower for the industry since May 2007 to improve their employability.

In a written reply in the Lok Sabha today Shri Rudy said, training is provided through a network of Vocational Training Providers (VTPs) registered by the respective States/UTs in the sectors/courses for which training infrastructure is available with it. At the end of training, candidates are assessed by the Assessing Bodies empanelled by DGE&T. Successful candidates are awarded NCVT Certificate. No fee is charged for training and assessment. The payment towards all reimbursement claims is done by the respective State/UT Govt.

Extension of time by two years upto 31.03.2017 for completion of projects sanctioned till March 2012 under the Sub-Mission on Basic Service to the Urban Poor and Integrated Housing and Slum Development Programme components of Jawaharlal Nehru National Urban Renewal Mission

The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Shri Narendra Modi, today gave its approval for extension of time by two years that is beyond 31.03.2015 up to 31.03.2017 for completion of projects sanctioned till March, 2012 under the Sub-Mission on Basic Services to the Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP). These are components of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

This extension in time period is expected to benefit more than three lakh urban poor in getting their pucca houses. An amount of Rs.350 crore would be required to be released to various States by the Central Government after adjustment of excess release of funds. The extension of time would help in completing the 3.6 lakh dwelling units, which are at various stages of completion, resulting in benefits made available to the urban poor including slum-dwellers.

Background:

The JNNURM comprises four components of which two namely the Sub-Mission for Urban Infrastructure and Governance (UIG) and the Sub-Mission for Basic Services to the Urban Poor (BSUP) are being implemented in 65 cities.

Initially duration of the Mission was seven years beginning from 2005-06 till 2011-12. Due to various factors such as non-availability of litigation-free land, finalization of beneficiaries, delay in financial closure and cost escalation some projects were delayed with consequent time and cost overruns. The Mission was extended earlier upto 31.03.2015 for completion of projects that had been approved till 31.03.2012.

MSP operations for cotton for the cotton year 2014-15

The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Shri Narendra Modi, today took notice on the present cotton scenario in the country and gave its ex-post facto approval for engaging the Maharashtra State Co-operative Cotton Growers Marketing Federation Ltd. (MSCCGMFL) to undertake Minimum Support Price (MSP) operations as a Sub-agent of the Cotton Corporation of India (CCI) during the cotton season 2014-15.

The CCEA further approved additional fiscal allocation under Non-Plan Grant to meet anticipated losses in disposal of cotton for reimbursing the losses to CCI and MSCCGMFL on sale of cotton procured under the MSP operations during the cotton season 2014-15.

This decision will help in price support operations of 110 lakh bales (100 lakh bales by CCI and 10 lakh bales by MSCCGMFL) during the current cotton season 2014-15 to help stabilize cotton prices and alleviate farmer distress. This operation is primarily aimed at safeguarding the interest of the farmers and avoiding any distress sale. MSP for cotton was fixed at Rs. 3750/- for medium staple and Rs. 4050/- for long staple for the year 2014-15.

MSCCGMFL will procure cotton from farmers in the State of Maharashtra, in addition to CCI, on the same lines as CCI is doing. In the past MSCCGMFL has procured cotton under MSP as the agent of National Agricultural Federation (NAFED) in the State of Maharashtra on the basis of agreement between NAFED and MSCCGMFL.

Corporations/Organisations for Skill Development 
Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that National Skill Development Corporation is a public private partnership entity set up as to promote private training providers to setup Skill Development centres across the country. The Central Government’s equity stake in NSDC is 49% and the balance 51% equity share are held equally by ten participating association of industries. It acts as catalyst in skill development by providing funding to enterprises, companies and organizations for skill development by providing funding to appropriate models to enhance, support and coordinate private sector initiatives.

In a written reply in the Lok Sabha today Shri Rudy said, the Government has been supporting the National Skill Development Corporation (NSDC) in its skilling activities/programmes. NSDC has been implementing various skilling programmes of the Central Government including STAR (Standard, Training, Assessment and Reward) Scheme for skilling youth from across the country and UDAAN Scheme for youth from Jammu & Kashmir. Funds released to NSDC so far as are as under:-

Skill Development Schemes

            In a written reply in the Lok Sabha today Shri Rudy said, National Skill Development Corporation has incubated 33 Sector Skill Councils (SSCs) which are industry led bodies intended to align the skilling efforts as per the industry’s requirement. The SSCs prescribe the National Occupational Standards (NOS) and Qualification Packs (QPs) based on which the training is imparted.

Training/Employment to Women under Skill Development 

Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that for providing training and employment exclusively to women under Skill Development, one National Vocational Training Institute (NVTI) at Noida, Uttar Pradesh and ten Regional Vocational Training Institutes (RVTIs) have been set up across the Country (including Madhya Pradesh and Uttar Pradesh).  The details of these RVTIs are given below:

            In a written reply in the Lok Sabha today Shri Rudy said, based on the sanctioned seating capacity of these institutes, the targets fixed for providing skill training for the year 2014-15 were fixed at 3260 seats.  The Government has approved 08 new Regional Vocational Training Institutes for Women in the states where there is no existing RVTI.

Shri Rudy said, a Committee to rationalize all skill development schemes of GOI was notified by the Government in order to achieve a greater degree of convergence of norms across the various central schemes for skill development. After wide consultation with various stakeholders, the Committee submitted its report.  The aim of this committee was to achieve maximum convergence across the various GOI schemes for skill development by determining the most effective set of common norms that could be adopted for various parameters of the skill development schemes.

Subsidized Loan by NSDC 
Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that National Skill Development Corporation (NSDC) provides soft loan with interest carrying simple rate of interest of 6% per annum to its approved training providers. In few cases, NSDC has also given grant and in some cases NSDC has also taken Equity in its approved and funded projects.  NSDC provides funding upto 75% of the total project cost in case of for profit entities and upto 85% of the total project cost in case of not for profit entities.

In a written reply in the Lok Sabha today Shri Rudy said, till 31st March,2015 NSDC has approved 242 proposals including 33 Sector Skill Councils. The total funds committed by NSDC is Rs.2595 Crores. NSDC’s funding is staggered over a period of time. The first year funding is subject to fulfillment of pre-disbursement conditions and subsequent funding is subject to fulfillment of pre-disbursement conditions and achievement of defined milestones.    The first year’s funds are not disbursed unless and until the agreed pre-disbursement conditions are not fulfilled and subsequent funds are not disbursed till the fulfillment of pre-disbursement conditions and achievement of defined milestones.  Funds disbursed by NSDC in the last three Financial Years are as under:
