Writers/Artists in Residence Programme 2015 to be held in Rashtrapati Bhavan from MARCH 7 – 21, 2015

The Writers/Artists in-Residence Programme, 2015 will be held at Rashtrapati Bhavan from 7th to 21st March, 2015.

The Writers selected for the 2015 programme include Shri Vikram Sampath, Writer in English language as well as Ms. Gayatribala Panda, writer in Odiya language. Shri Sampath’s book “My name is Gauhar Jaan” won both Sahitya Akademi’s Yuva Puraskar in 2012 and the ARSC International Award for excellence in Historical Research in New York. Ms. Panda won the 2011 Kendra Sahitya Akademy Yuva Puraskar for her poetry collection ‘GAAN’. She has also received the state youth Award for poetry in 2000.


The Artists selected for the programme include Shri Rajesh P. Kargutkar, painter based in Mumbai and Shri Haobam Sanaton Singh, painter from Manipur.

During their stay at Rashtrapati Bhavan, artists and writers will interact with office bearers of Sahitya Akademi, Lalit Kala Akademi, National Gallery of Modern Art, prominent artists and writers etc. and also visit historical places of Delhi, museums, art galleries etc.

The ‘In-Residence’ Programme for writers and artists was launched by the President of India on December 11, 2013 with a view to encourage senior artists as well as young and upcoming talent by facilitating them stay close to nature in the picturesque and serene surroundings of Rashtrapati Bhavan. The Programme seeks to provide an environment which will inspire creative thinking and rejuvenate artistic impulses.

Applications had been invited online to select upcoming and established writers/artists for the writers and artists in residence Scheme, 2015. A total of 179 applications were received out of which four were selected by a high level committee headed by Secretary to the President.

Shri Jogen Chowdhary, MP (Rajya Sabha) and Prof. Emeritus of Visva Bharati University, Santiniketan was the first Artist In-Residence. Subsequently, two writers and two Artists In Residence stayed in Rashtrapati Bhavan from 8-26 September, 2014.

The Mughal Gardens will be closed to public on March 6, 2015 on account of Holi celebrations.

PM: Amendment of Land Acquisition Act essential for creating rural infrastructure


The Prime Minister, Shri Narendra Modi, today said amendment of the existing Land Acquisition Act is essential to enable creation of rural infrastructure including roads, houses for poor, schools, hospitals and irrigation projects. The Prime Minister made a strong appeal to all sections of the Rajya Sabha, to support initiatives of the Union Government that would enable fulfilment of the mandate for development given by the people of India. He also made a passionate appeal to farmers not to be misled by those who were trying to project the Government`s initiatives for development, as being "anti-farmer."

Shri Narendra Modi was addressing a large gathering of farmers and people from rural areas, on the occasion of the dedication to the nation of Stage-1 (2x600MW) and laying of Foundation Stone of Stage-2 (2x660MW) of Shree Singaji Thermal Power Project, at Khandwa in Madhya Pradesh.

The Prime Minister said the large gathering of people from rural areas, to grace the occasion of the dedication to the nation of a power plant, even on the festival of Holi, shows how committed people are towards the cause of development.

The Prime Minister described energy as the key to development. Describing energy as an integral part of modern life, the Prime Minister reiterated his commitment to deliver power to all. He said power generation has gone up by about 11 per cent in the last 9 to 10 months, since the new Government assumed office.

The Prime Minister emphasized the importance of saving energy, and mentioned the Government`s programme of LED bulbs for homes and street-lighting.

Shri Narendra Modi said the Government is committed to curbing corruption, and gave the example of successful auctioning of coal blocks, which would also benefit Madhya Pradesh in a big way.

The Chief Minister of Madhya Pradesh Shri Shivraj Singh Chouhan, and the Union MoS(IC) for Power Shri Piyush Goyal were present on the occasion.

Launch of PSLV-C27 with IRNSS-1D postponed

The launch of India’s fourth Navigation Satellite IRNSS-1D onboard PSLV-C27 was originally scheduled for March 09, 2015 from Satish Dhawan Space Centre, Sriharikota. During the integrated electrical checks of Launch Vehicle along with Satellite after the closure of heat shield on March 03, 2015, an anomaly was observed in one of the telemetry transmitters of the Satellite. In order to resolve the technical anomaly through further test, simulation and analysis, the launch of PSLV-C27 with IRNSS-1D has been postponed.

Biennial Election to Elect 5 Members to the Andhra Pradesh Legislative Council by the Members of the Legislative Assembly


                  The term of office of 4 members of the Andhra Pradesh Legislative Council, elected by the members of the Legislative Assembly is expiring on their retirement on 29th March, 2015. Details of the vacancies are given as under:-



As per Section 23 of the Andhra Pradesh Reorganization Act, 2014, the number of seats in the Andhra Pradesh Legislative Council to be filled through election by the Members of the Legislative Assembly has been being fixed as 17, but under Fourth Schedule read with Section 22(2) of the said Act, the number of Members in the Andhra Pradesh Legislative Council elected by the members of Legislative Assembly have been allocated as 16, i.e. one short. In terms of Section 108 of the said Act, this inconsistency was referred to the Central Government (Ministry of Home Affairs) for removing the said inconsistency. The Ministry of Home Affairs has advised that the said vacant seat may be filled up now. That is to say, election may be held to fill five (5) vacancies instead of the aforesaid four (4) vacancies.
 2.              The Commission has decided to hold Biennial Election to the Andhra Pradesh Legislative Council by the Members of Legislative Assembly to fill up the above mentioned 5 vacancies so arising, in accordance with the following programme:-



3.               It may be stated that 07 members of the Legislative Council of Teangana, elected by the Members of the Legislative Assembly, are also retiring on 29th March, 2015. However, it may be pointed out that there is inconsistency in the number of seats fixed for this category of seats under Section 23 of the Andhra Pradesh Reorganization Act, 2014, i.e. 14, and the number of members allocated under the Fourth Schedule of the Act, i.e. 15; that is to say one extra member.  In view of this, matter was referred to the Central Government (Ministry of Home Affairs), under Section 108 of the Act to remove the inconsistency.  The response from the Central Government is still awaited. Once the matter is resolved by the Central Government, action will be taken by the Commission for the filling up of these seats in accordance with the law.

5.                           Similarly, 03 and 08 members of the Legislative Councils of both Andhra Pradesh and Telangana respectively elected by the members of the Local Authorities’ Constituencies of the respective States are also retiring on 29th March, 2015 and 1st May, 2015 on the completion of their term. In addition to these, 08 seats in the Andhra Pradesh Legislative Council and 01 seat in the Telangana Legislative Council, of members elected by the members of the Local Authorities’ Constituencies of the respective States are lying vacant on the retirement of the members during 2013 as elections could not be held to fill up these seats in time because the Local Authorities were not in existence at the relevant time. Now the Local Authorities are in existence and elections have to be held to fill up these seats also. However, as there are inconsistencies in the AP Reorganization Act, 2014 pertaining to the number of seats fixed under Section 23 of the Act and the number of seats allocated under Third Schedule of the Act. for this category of seats, the matter was referred to the Central Government (Ministry of Home Affairs) for removal of the inconsistencies. The response from the Central Government is still awaited. As soon as the inconsistency is resolved by the Central Government, action will be taken by the Commission to fill up these seats, in accordance with the law.

Sowing Area Under Rabi Rice and Summer Pulses And Oilseeds

As per the latest reports received from States, the area under rabi rice as on today stands at 32 lakh hectare as compared to 37.19 lakh hectare at this time last year.

The preliminary data on sowing of summer pulses is available. It is reported that 0.13 lakh hectare area has been covered under summer pulses in Karnataka. Sowing of summer oilseeds has been reported from the state of Karnataka (2.07 lakh ha), Andhra Pradesh (0.25 lakh ha), Odisha (1.01 lakh ha) ,Tamil Nadu (0.51 lakh ha), Gujarat (0.28 lakh ha), Chhatisgarh (0.21 lakh ha), Telangana (0.21 lakh ha) and Maharashtra (0.02 lakh ha).

Sh. Hansraj Gangaram Ahir, Union Minister of State for Chemicals and Fertilizers meets Sh. Radha Mohan Singh, Union Minister for Agriculture to discuss imbalanced use of Urea by Fertilizers

A joint meeting was held yesterday at Krishi Bhawan, New Delhi between Sh. Radha Mohan Singh, Union Minister for Agriculture and Sh. Hansraj Gangaram Ahir, Union Minister of State for Chemicals and Fertilizers.

It was decided in the meeting that in order to educate Indian farmers about the deterioration to the soil fertility being caused by imbalanced use of Urea and other chemical fertilizers in our Country and also to accelerate issue of Soil Health Cards to Indian farmers for soil testing, both the Departments would work in coordination with each other. It was also decided that both the Departments will work in coordination to educate Indian farmers to use Neem Coated Urea in place of normal urea. Necessary information would be issued for Indian farmers in this regard in near future. The meeting was held on the initiative of the Union Chemicals and Fertilizers minister Shri Ananth Kumar, who feels that dissemination of appropriate information to the farmers is necessary to curb the excessive and imbalanced use of fertilizers in certain areas of the country.

Sh. Shiraj Hussain, Secretary Agriculture, Sh. K.K. Srivastava, Addl. Secretary Agriculture and Senior officials of the National Resource Management Division, Indian Council for Agricultural Research were also present in the meeting.
