Scheme for Rating of ITIs to Promote Excellence in Vocational Training 

Ministry of Labour and Employment has introduced a scheme for rating of ITIs in order to promote excellence in vocational training.  Presently there are about 12000 ITIs in the country.  The numbers of ITIs have doubled over the last about five -six years and many more ITIs are proposed to be opened within the next five years.  With such a vast rate of growth, it was felt necessary to introduce quality assurance system for these institutions.  The rating scheme can provide a benchmark for comparison amongst various institutes and trades offered therein.  It is also expected to bring a differentiating factor for institutions leading to increased market competition and thereby quality improvement in laggard institutions so that they would remain competitive.  The rating will also help students and employers by serving as a formal recognition from the Government about a specified level of quality of training and facilities.  In the normative fee structure for private ITIs, 20% extra fee has been permitted for ITIs who are rated 5 star or 4 star.

In order to ensure quality of vocational training in ITIs, decision of compulsory re-affiliation of ITIs after five years has also been taken by National Council on Vocational Training (NCVT).  NCVT may not award certificates to students of ITIs admitted from August, 2015 session onwards which were affiliated before 2009 and do not seek re-affiliation with NCVT by July, 2015.

Rating system will serve as a management tool to identify problem areas and design appropriate policy intervention.  The salient points are as under:
a)      It is voluntary for the NCVT affiliated ITIs.
b)      The rating of institute will be valid for a period of two years.
c)      Fee for the rating process will not be regulated.  However, the rating agencies will disclose the fees charged to a specific institute.

Following agencies have been empanelled on pilot basis:
1)      ICRA Limited
2)      Credit Rating Information Services of India Limited (CRISIL)
3)      NABET, Quality Council of India (QCI)

The rating mechanism will be as under:
           i.            ITIs will be rated at the Trade & Institute level.
          ii.            The combined rating of all trades in the institute will be calculated on weighted average method.
          iii.            Parameters of Trades & Institute are split as: TRADE – 70% and INSTITUTE – 30%
          iv.            The weighted average rates as described above for Trade and Institute will be converted into a 0 to 10 points scale.  The ratings will be awarded based on the number of points as below:

Simplification of names of Central Sector Schemes run through the Coir Board during XII Plan 

MSME Mobile friendly website launched 

Central Sector Schemes  being implemented by the Coir Board namely “Rejuvenation, Modernization and Technology Upgradation”(REMOT) and “Coir Plan (General)” Scheme, have been re-named as Coir Udyami Yojana (CUY) and Coir Vikas Yojana (CVY) respectively to make it better understood by the Stakeholders. The decision was taken in a  review meeting chaired by the Union Minister for MSME Shri Kalraj Mishra.

The Salient Features of the Coir Udyami Yojana (CUY) are:

Ø  This is a credited linked subsidy scheme in coir sector, aims to integrate and develop coir units. 
Ø  The scheme provides 40% as Govt. subsidy, 55% as Bank loan and 5% beneficiary contribution for setting up of coir units with project cost up to Rs.10.00 lakh (revised from Rs.5.00 lakh)
Ø  Marketing support assistance for beneficiaries.
Ø  No collateral security/third party guarantee is required.
Ø  There is no income ceiling for the assistance. Assistance is available to individuals, companies, self help groups, NGOs, institutions registered under Societies Registration Act, 1860,   co-operative societies, joint liability groups and charitable trusts.

Coir Vikas Yojana (CVY) has the following components:

Ø  Skill Upgradation and Quality Improvement and Mahila Coir Yojana – training for men & women coir workers and providing subsidized Ratts to women workers.

Ø  Development of Production Infrastructure – assistance for setting up and expansion of coir units.
Ø  Domestic Market Promotion – assistance to participate in domestic fares, exhibitions etc.
Ø  Export Market Promotion - assistance to participate in international fares, exhibitions etc.
Ø  Welfare Measures(Coir Board Coir Workers’ Group Personal Accident Insurance).
Ø  Trade and Industry related functional support services.

Shri Kalraj Mishra also launched the mobile friendly website of the Ministry of MSME. With this launch entrepreneur friendly content can be easily accessed through any mobile and tablet.

Present on the occasion were the Minister of State for MSME Shri Giriraj Singh, Secretary MSME Shri Madhav Lal and other officers of the Ministry.


National Defence Academy and Naval Academy Examination (II), 2014 – Declaration of Written Result 

            On the basis of the result of the written part of the National Defence Academy and Naval Academy Examination (II) 2014 held by the Union Public Service Commission on  September 28, 2014, candidates with the under mentioned Roll Nos. have qualified for Interview by the Service Selection Boards of the Ministry of Defence for Admission to Army, Navy and Air Force Wings of the National Defence Academy for the 134th  Course and for the 96th Indian Naval Academy Course (INAC) commencing from  July 02, 2015.  The result of  01 candidate  has been withheld .

The candidature of all the candidates whose Roll Nos. are shown in the list is provisional. In accordance with the conditions of their admission to the examination, “candidates are requested to submit original certificates of Age and Educational Qualification to respective Service Selection Boards (SSBs) during the SSB interview.” The candidates must not send the Original Certificates to the Union Public Service Commission. For any further information, the candidates may contact Facilitation Counter near Gate ‘C’ of the Commission, either in person or on telephone Nos. 011-23385271/011-23381125/011-23098543 between 10:00 hours and 17:00 hours on any working day.  The mark-sheets of the candidates, will be put on the Commission’s website within fifteen (15) days from the date of publication of the final result (after concluding SSB Interviews) and will remain available on the website for a period of sixty (60) days.

ACC Appointments 

The Appointments Committee of the Cabinet has approved the following appointments on in-situ basis, by temporarily upgrading the posts held by the officers, with prospective effect: 

i) Ms. Nandita Chatterjee, IAS (WB:80) as Member Secretary, National Commission for Women, in the rank and pay of Secretary. 

ii) Shri Amarendra Sinha, IAS (UK:81) as Special Secretary and Development Commissioner, Ministry of Micro, Small and Medium Enterprises. 

iii) Shri Ranglal Jamuda, IAS (OR:81) as Special Secretary, Department of Agriculture and Cooperation, Ministry of Agriculture. 

The Appointments Committee of the Cabinet has also approved the following: 

1. Assignment of additional charge of the post of Secretary, Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment to Shri Sudhir Bhargava, IAS (RJ:79), Secretary, Department of Social Justice & Empowerment for a period of one month with effect from 01.01.2015 or until further orders, whichever is earlier. 

2. Assignment of additional charge of the post of Secretary, Department of Space to Shri Shailesh Nayak, Secretary, Ministry of Earth Sciences for a period of one month with effect from 01.01.2015 or until the appointment or a regular incumbent or until further orders, whichever is the earliest.
