There is specific requirement projected by the States to increase the strength of National Cadet Corps (NCC).  Government sanction for increasing sanctioned NCC cadet strength from 13 lakh to 15 lakh cadets has already been accorded in the year 2010.  The increase is being effected in 5 phases @ 40,000 cadets per year.  State / UT-wise details of actual NCC cadet strength are given below:

NCC has a dual funding pattern where both the Central Government as well as State Governments / UTAs provide budgetary support to meet the expenditure on NCC activities.  Details of the funding pattern and the percentage of sharing of expenditure item-wise are given below:

FUNDING PATTERN:
Central Government: The Central Government allocates funds for:

Pay & Allowances of:-

- Armed Forces Personnel
- Whole Time Lady Officers, Civilian Gliding Instructor & Girl Cadet   Instructors.
- Civilian Staff at NCC HQ, NCC Directorates in States & Training Academies.

Provisioning of Clothing, Weapons, Ammunition, Vehicles Equipment, Fuel Oil & Lubricants (FOL) and Works.

Adventure activities.

75% of Camp expenditure and incidental charges (100% in case of J&K and NER Directorates).

60% Annual Training Grant (ATG) (NCC Companies / Troops), 50% of Messing Allowance for Pre-commission (PRCN) / Refresher Courses, Associate NCC Officers (ANOs) & Amenity Grant.

Transportation of personnel and stores.

Hiring of Office / Buildings, Petrol, Oil & Lubricants (POL), Office Contingency & IT expenditure for HQ  DGNCC&  State  NCC  Directorates.

Revenue & Capital Works.

Charged Expenditure.

State Governments/UTAs: State Governments/UTAs incur expenditure on the following:-

·         Pay & Allowances of Civilian Staff in NCCGp  HQ& Units.
·         25% of Camp expenditure (except J&K and NER) & 40% ATG to NCC Companies / Troops.
·         Institutional training including:-
·         Refreshment, Washing & Polishing Allowance to Cadets.
-          Outfit / Outfit Maintenance Allowance & honorarium to ANOs.
·         - Caretaker Allowance.
·         50% of Messing Allowance for PRCN / Refresher Courses (ANOs).

·         Provision of infrastructure for Training.

·         Hiring of Office / Buildings, Office Contingency & POL for NCCGp  HQ and Units.

Note:-  100% of expenditure is borne by the Central Government in respect of cadets of J&K and NER States.

State Government of Sikkim has requested that 100% expenditure on camp and institutional training should be borne by the Central Government like other NER States.  Concrete details of the proposal are yet to be formulated.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri NKPremachandranin Lok Sabha today.
