C. REASONS FOR SHORTFALL

Low gas injection pressure, de-optimization, less gain from marginal field development & side track wells affected production. Delay in commencement of production from  WO16 cluster. Restricted production due to clamping of sub-sea lines. Less production from B 193 cluster due to less than envisaged production from few wells.

More than envisaged decline of base potential in Kalol, Ahmedabad & Limbodara fields and closure of wells due to less off-take by M/s. GAIL affected production. Aging of fields, declining of reservoir pressure, increasing water cut trend, GEB shutdown affected production.

Poor influx, low gas injection pressure affected production.

Closure of wells due GAIL pipeline incident affected the production.

Un-expected rise in water oil ratio/ gas oil ratio in few high productive wells viz Baghjan Field (4 wells) and Kamkhat ( 1 well).  Consequential major effect of (i) 48 Hr. "OIL Blockade" by Works Contract Labours (WCLs) on 24.11.2014 and (ii) 168 Hr. "OIL Block by Krishak Mukti Sangram Samittee (KMSS) on 26.11.2014.

Repeated sand ingress in well requiring frequent well shut-in for well intervention.
Pvt/JVCs  (Gujarat)
Increasing water cut in existing wells in CB-ONN-2000/1 & CB-ON/3 field. Bottom hole pressure is going down in the Single Producing well S-1A Well producing more water than oil.

Four Wells in MA field are closed due to water loading and 10 wells in D1 & D3 gas fileds are closed due to higher water cut and sand ingress. Less Condensate production due to well integrity issues & water loading of wells.

Note:

The crude throughput in IOC (Guwahati, Barauni, Haldia & Bongaigaon ),
BPCL (Mumbai & Kochi), HPCL(Mumbai & Visakh), NRL, (Numaligarh),  
 ONGC (Tatipaka), HMEL (GGSR), BORL (Bina), EOL (Vadinar) and RIL
(Jamnagar DTA )  refineries have exceeded their planned target. Crude
throughput in IOCL (Guwahati & Barauni) is higher than the planned production
 due to deferment of planned shutdown.

The crude throughput in  IOC (Gujarat, Mathura, Digboi & Panipat),
CPCL (Manali & CBR), MRPL (Mangalore) and RIL (SEZ) refineries
was less than their planned target.
