Minority Dominated Districts

 
During 11th Five Year Plan, 90 Minority Concentration Districts (MCDs) were identified throughout the country which is relatively backward and falling behind national average in terms of Socio-economic and Basic Amenities indicators as per Census 2001.
 
 Multi-sectoral Development Programme (MsDP) with an aim at improving the socio-economic parameters and providing basic amenities for improving the quality of life of the people and to bring the Minority Concentration Districts (MCDs) at par with national average was launched in 90 identified MCDs during 11th Five Year Plan.

 
MsDP has been restructured from 2013-14 for implementation during remaining period of 12th  Five Year Plan, for sharper focus on minority concentration areas. The unit area of planning  has been changed to Minority Concentration Blocks (MCBs)/Minority Concentration Towns (MCTs)/Cluster of Villages instead of districts.
 
Towns/cities with a minimum of 25% minority population (in case of 6 States/UTs namely, Lakhadweep, Punjab, Nagaland, Meghalaya, Mizoram and Jammu and Kasmir, 15% of minority population, other than that of the minority community in majority in that State/UT) having both socio-economic and basic amenities parameters below national average have been identified as Minority Concentration Towns/Cities for the implementation of the MsDP all over the country including Kerala. A total of 66 minority concentration towns have been identified for the implementation of the programme in the country.

Loans To Minority Finance Development Corporations

The Gujarat Minorities Development and Finance Corporation, the State Channelising Agency in Gujarat, has requested for waiver of loan of Rs.17.26 crore for the beneficiaries affected by earthquake during 2001 and riots during 2002. The State Government of Gujarat and the Gujarat Minorities Development & Finance Corporation have been requested from time to time, to furnish the details of such beneficiaries. Recently also in September 2014, they have been reminded. The report is awaited from them.

The Jammu and Kashmir SCs/STs and Backward Classes Development Corporation, the State Channelising Agency, has requested for waiver of overdue amount of Rs. 5.51 crore on account of disturbance faced by the beneficiaries due to militancy in the State. The State Government and Jammu & Kashmir SCs/STs & Backward Classes Development Corporation have been offered One Time Settlement scheme of the National Minorities Development & Finance Corporation (NMDFC), response of which is awaited.

Recently, the Jammu & Kashmir Women Development Corporation, the Jammu and Kashmir Entrepreneurial Development Institute and the Jammu & Kashmir SCs/STs & Backward Classes Development Corporation, have requested for waiver of loans extended to beneficiaries who have suffered losses in floods. National Minorities Development and Finance Corporation has asked the details of such beneficiaries which is awaited.

Jain Community

Central Government has notified Jains as Minority Community under Section 2(c) of National Commission for Minorities Act, 1992 vide Gazette Notification dated 27-01-2014. The same was communicated to all concerned including the State Governments/UT Administrations. As such the Ministry of Minority Affairs is not issuing minority certificates to any Organizations/Institutions or individuals.

Problems of Minorities

The Government and the National Commission for Minorities (NCM) take proper action in regard to complaints received from the members of the minority communities.

As per National Commission for Minorities Act, 1992, NCM has been entrusted with the grievance redressal of the religious discrimination cases received. Accordingly, a Grievance Redressal Cell has been established in the Commission and the complaints received are entered in the computerized register. Proper follow up of the complaints is taken up with the concerned authorities after approval of the competent authority in the Commission. The action taken along with the final decision is intimated to the complainant in due course.

This Ministry is implementing several schemes for welfare of minorities for their educational empowerment, financial empowerment, women empowerment, minority areas development viz Multi Sectoral Development Programme (MsDP), Pre-matric Scholarship Scheme, Post-matric Scholarship Scheme, Maulana Azad National Fellowship For Minority Students, Merit-cum Means based Scholarship, Free Coaching and Allied Schemes, Schemes implemented by National Minorities Development ad Finance Corporation (NMDFC), Nai Roshni, Seekho Aur Kamao, Nalanda Project, Minority Cyber Gram, Support for Minority students clearing Prelims conducted by Union Public Service Commissions, Staff Selection Commission, State Public Service Commissions,; Schemes implemented by the Maulana Azad Education Foundation, Computerization of records of State Wakf Boards and Jiyo Parsi. Details of these schemes are available on the website of this Ministry at www.minorityaffairs.gov.in.
