Import of Weapons
The Defence Procurement Procedure (DPP-2013) regulates the capital procurement of defence equipment. As per provisions of DPP-2013 equipment has to be procured from Original Equipment Manufacturers (OEMs)/Authorised Vendors / Government sponsored Export Agencies (applicable in the case of countries where domestic laws do not permit direct export by OEMs). Any changes in policy relating to procurements including issues relating to agents is effected through amendments in the Defence Procurement Procedure (DPP), which is reviewed from time to time.

Construction of Roads in Border Areas
Construction of roads in the border States of the country, funded under the Central Government schemes are undertaken by various agencies including Border Roads Organisation (BRO). BRO consists of Army as well as civilian personnel.
The GREF civilian personnel are subjected to Central Civil Service Regulations for regulating their retirement, pension, etc. Hence, as in the case of other Central Government civilian employees, presently, the superannuation age of GREF civilian personnel is 60 years. On the other hand, the Armed Forces personnel retire at an earlier age and therefore are extended benefits for re-employment.

Chairman COSC & CAS Air Chief Marshal Arup Raha leaves for a two day visit to Mumbai
On reaching Mumbai, the Air Chief will visit Indian Naval Ship (INS) Shikra which provides Air support to the Indian Navy and HQ Western Naval Command (WNC) where he will be received by Vice Admiral AK Karve, Chief of Staff (COS) and other defence dignitaries. The Air Chief will interact with Flag Officer Commanding-in-Chief (FOC-in-C), Western Naval Command Vice Admiral Anil Chopra. Here, he will be briefed about the ongoing issues pertaining to the Armed Forces. He will also visit Indian Naval Ship (INS) Viraat where he will be given a presentation on the Op preparedness of the Navy. A Visit to HQ Maritime Air Operations (MAO) which is tasked with coordination of the joint Maritime Air Operations of the Indian Air Force ((IAF) and Indian Navy, is also scheduled. An interaction with personnel of Madh Island is planned thereafter. This will be followed by a visit by the Air Chief to INS Hamla which is a Logistics Training Establishment of the Indian Navy.

Induction of Tejas in Indian Air Force
Indian Air Force (IAF) placed order for 20 Light Combat Aircraft (LCA), Tejas in Initial Operational Clearance (IOC) configuration and 20 more Aircraft in Final Operational Clearance (FOC) configuration. LCA, Tejas has already achieved IOC in December 2013 and FOC is likely to be achieved by end of 2015. The first of the IOC standard aircraft has been built and successfully completed its maiden flight on 30th September 2014. This aircraft will be handed over to IAF by March 2015 after some upgrades. The second aircraft will also be ready by March 2015 for maiden flight. The first 20 aircraft will be built by 2017-18.

Armed Forces Participation in UN Peacekeeping Missions
Since 1950, Indian Army has contributed approximately 2,15,000 Indian Army personnel to United Nations Peacekeeping Missions, which is largest amongst all troop contributing countries. Presently, India is the third largest troop contributing country.
Till date, Indian Army personnel have been deployed in UN Peacekeeping Missions in 38 countries.
Till date, 147 Indian Army personnel have died in various UN Peacekeeping Missions. Out of this, 88 personnel were killed in action and rest due to accident, natural causes / sickness, suicide etc.
Army personnel killed in action are classified as “Battle Casualty (Fatal)”. UN pays US$ 70,000 to Indian Army Personnel who die in UN Missions due to enemy actions, accidents, natural causes and sickness.
In addition, Indian Government also pays compensation to the families of Army Soldiers which is as per Annexure. Provisions exist for ‘Instant Enrolment’ in the Army in respect of one son / brother (if unmarried / married but without a male child) of the Battle Casualty, wherein the candidate is enrolled in the Army as a soldier if he is medically fit and in recruitable age.

Use of Helicopters
The existing instructions allow use of defence helicopters / aircraft by Ministers of Central Government as well as Central / State Government functionaries for official duties with the approval of competent authority provided helicopter / aircraft are available and without prejudice to service requirements.
Non entitled persons are also allowed to use defence helicopters / aircraft under emergent conditions with the approval of competent authority and on payment basis, subject to request from the concerned State Government / Union Territory provided helicopter / aircraft are available and without prejudice to service requirements.

During the last two years and the current year (till 15.12.2014), helicopters of Pakistan and China have transgressed into Indian airspace.

Supply of Sub-Standard Food to Soldiers
No case of supply of sub-standard food-stuff and rations to soldiers has been reported in recent past. Improvement in quality of rations is the prime concern of the Government and is a continuous process.E-procurement has been started for procurement of Atta. All dry ration items are pre-checked before dispatch. To ensure the quality and nutrition of food items, Defence Food Analyst have been posted in Composite Food Laboratories (CFLs) and Food Inspection Units.
