Dependent on Coal Mines of end use Projects 

As per the eligibility criteria specified in the Coal Mines (Special Provisions) Rules, 2014, a person who is eligible under sub-section (3) of section 4 of the Ordinance shall also meet the following eligibility criteria, namely:– 

(i) a company eligible to bid for any Schedule II coal mine under sub-section (3) of Section 4 of the Ordinance shall have incurred an expenditure of not less than eighty per cent of the total project cost of the unit or phase of the specified end use plant for which the company is bidding. 


For this purpose in case the end use project is being commissioned in units or phases and one or more units or phases are eligible the other unit or phase shall also be eligible provided that not less than forty per cent expenditure of the cost has been incurred for such other unit or phase. 

(ii) a company eligible to bid for any Schedule III coal mine under sub-section (3) of Section 4 of the Ordinance shall have incurred an expenditure of not less than sixty per cent of the total project cost of the unit or phase of the specified end use plant for which the company is bidding. 

For this purpose in case the end use project is being commissioned in units or phases and one or more units or phases are eligible, the other unit or phase shall also be eligible provided that not less than thirty per cent expenditure of the cost has been incurred for such other unit or phase. 

This was stated by Sh. Piyush Goyal, (Minister of state (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today.

Auction of Coal Blocks for Power Sector 

The allocation of coal blocks would be made in pursuance of the provisions of the Coal Mines (Special Provisions) Ordinance, 2014 and the Rules made thereunder in a time bound manner to ensure that there is no disruption in supply of coal. This was stated by Sh. Piyush Goyal, (Minister of state (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. As per the Ordinance, allocation of Schedule –II and Schedule –III coal mines is to be made for specified end-use. Necessary steps have been initiated to commence the process of allocation of coal blocks. Based on the recommendations of the Technical Committee constituted to formulate criteria and classify coal mines/coal blocks for auction and allotment, a list of coal blocks earmarked for auction and allocation with their specified end-use has been issued on 18-12-2014 and the same has also been uploaded on the web-site of Ministry of Coal. The Government has formulated an Approach Paper for auctioning of coal mines which includes the proposed time schedule of the bidding process. Approach Paper has been uploaded on the web-site of the Ministry seeking comments from members of the public and stakeholders concerned as a part of the process of public consultation, the Minister added.

Guidelines for E-Auction of Coal 

The Government has formulated an Approach Paper for auctioning of coal mines which includes the proposed time schedule of the bidding process. The Approach Paper has been uploaded on the web-site of the Ministry seeking comments from members of the public and stakeholders concerned as a part of the process of public consultation. Auction of Coal Blocks 

The Government is contemplating a methodology for auction of coal blocks for power sector which is transparent, encourages greater competition and efficiency and optimisies power tariffis. This was stated by Sh. Piyush Goyal, (Minister of state (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today. 

The Minister further stated that based on the recommendations of the Technical Committee constituted for advising the Government and to formulate criteria and classify coal mines/coal blocks for auction and allotment, a list of 65 coal blocks earmarked for auction with their specified end-use has been issued on 18-12-2014. 

The Minister further stated that as per the Coal Mines (Special Provisions) Rules, 2014, capacity of the specified end-use project shall be in proportion to the capacity of the Schedule –II coal mine or Schedule –III coal mine, as the case may be, for which a company is bidding, the Minister added.
