Sports Coaches for Sportspersons

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that there are 175 training centers of Sports Authority of India (SAI) in the country including rural areas. Apart from these, there are around 74 other centers / schools / akharas where Sports Authority of India provides coaches / equipment / other resources for training of sports persons.


            In a written reply in the Lok Sabha today Shri Sonowal said, SAI runs the following academic programmes at Patiala, Bangalore, Kolkata and Trivandrum:-

 i) One year Diploma in Sports Coaching.
ii) Two years M.Sc in Sports Coaching.
iii) Two years Post Graduate Diploma in Sports Medicine.
iv) Periodic course:- Certificate Course and Skilled development Courses.

            No academic program is being conducted by SAI in the State of Tamil Nadu.

            Shri Sonowal said, the Government is already providing special coaching / training for sports players who have represented India in recognized international sporting events in the age group of 12 to 25 years (disciplines recognized in Olympic, Asian and Commonwealth Games).  The same is, inter-alia, provided at the 15 Centre of Excellence (COE) of SAI. He said, Sports Authority of India provides sports equipments under its various sports promotional schemes and for National camps.   Sports equipment is also provided to select Sports institutions under Scheme of National Sports Development Fund.

Setting up of Sports Institutions

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that the Government of India proposes to set up National Sports Academies (NSA) for Seniors and Juniors at various places in the country to nurture sporting talent spotted through various avenues. The Government also proposes to set up a National Sports University in Manipur. However the schemes are in conceptual stage and hence it would not be possible to furnish further details at this juncture.

In a written reply in the Lok Sabha today Shri Sonowal said, Sports being a state subject, it is primarily the responsibility of the State Governments and the National Sports Federations (NSFs) concerned for promotion and development of various sports disciplines in the country. The Ministry only supplements the efforts of State Governments and the NSFs in this direction by providing financial assistance in accordance with the approved pattern under the following Schemes:

i.         Rajiv Gandhi Khel Abhiyan (RGKA): Funds are granted to the Governments of States/Union Territories for construction of a sports complex in each block of the country for both indoor and outdoor disciplines and conduct of annual sports competitions, viz., Rural Sports Competitions, Women Sports Competitions, North East Games, and Competitions in Left Wing Extremism Affected Areas.
ii.       Urban Sports Infrastructure Scheme (USIS) : 100% financial assistance, subject to stipulated ceilings are provided to State Governments, Local Civic Bodies, School, Colleges and Universities under Central/State Governments, and Sports Control Boards for development of Synthetic playing surface (for Hockey, and Athletics) and for Multipurpose Indoor Hall.
iii.      Scheme of ‘Assistance to National Sports Federation’: for organizing national/international competitions, organizing coaching camp, engagement of foreign coaches, equipment support etc.
The Minister said, in addition, the Sports Authority of India (SAI) has the following Sports Promotional Schemes which are implemented uniformly throughout the country:
i.         National Sports Talent Contest (NSTC)
ii.       Army Boys Sports Company (ABSC)
iii.      SAI Training Centres (STC)
iv.     Special Area Games (SAG)
Extension Centres of STC/SAGs
v.       Centre of Excellence (COE)

The Government also provides full assistance for intensive coaching of the national teams through national coaching camps organized by the Sports Authority of India besides providing Foreign Exposures / Competitions and State of the art equipment.  The Government also provides financial assistance to meritorious sportspersons under National Sports Development Fund for personalized training/coaching under national /international coaches, participation in international tournaments held in India and abroad and purchase of sports equipment, Shri Sonowal added.

Sports Coaches


The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that Department of Sports imparts training to sports persons via Sports Authority of India (SAI).  Position of coaches as pertaining to SAI is as under:-

In a written reply in the Lok Sabha today Shri Sonowal said, during 2013-14, SAI has recruited 170 Assistant Coaches (Entry Grade) on regular basis. The number of coaches is not fixed discipline-wise.  Since inclusion / discontinuation of sports disciplines at various SAI Training Centres across the country is a continuous process which is reviewed periodically in view of the Annual Inclusion / Weeding out of inmates / trainees based on identified parameters, therefore the discipline-wise and centre-wise requirement of coaches varies from time to time.

            He said, training centers under Department of Sports / its autonomous bodies for imparting training to Coaches are Patiala, Bengaluru, Kolkata, Thiruvananthapuram and Gwalior. Some of the eminent sportspersons have been appointed as coaches for the training of elite athletes on specific recommendation of concerned National Sports Federation (NSF). As intimated by SAI, the list of prominent sportspersons engaged as coach are as under:-

1.      Shri Bahadur Singh-National Coach, Athletes.
2.      Shri P. Gopichand, National Coach, Badminton.
3.      Shri Mohinder Lal, Chief Coach, Shooting (Senior Pistol shooters).
4.      Shri Jaspal Rana, Chief Coach, Shooting (Junior Rifle shooters).
5.      Ms. Deepali, Chief Coach, Shooting (Junior Rifle shooters).
6.      Ms. N. Kunjarani Devi-Coach Weightlifting.

The Minster said, Foreign Coaches/Experts are also appointed as per the requirement and specific request/recommendation of the concerned NSF.  As intimated by SAI, the list of Foreign Coaches engaged by them for training of athletes is as under:

In a written reply in the Lok Sabha today Shri Sonowal said, the Ministry of Youth Affairs & Sports does not maintain data of the medals won State-wise by sportspersons in international sports events. Details of training facilities of Sports Authority of India (SAI) in Punjab are as under:
i)        Netaji Subhash National Institute of Sports, Patiala
ii)       SAI Training Centre, Patiala
iii)     SAI Training Centre, Mastana Sahib
iv)     SAI Training Centre, Badal
v)      SAI Training Centre, Ludhiana
vi)     NSTC Akhara, Amritsar


The Minister said, funds released by the Ministry to the State of Punjab under Centrally Sponsored Scheme viz. erstwhile Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) during the last three years 2011-12-, 2012-13 and 2013-14 are given in table below:
