Mr. Sergey Naryshkin, Chairman, Russian State Duma, called on President of India, Shri Pranab Mukherjee today (February 26, 2015) at Rashtrapati Bhavan.


Interacting with Mr. Sergey Naryshkin and his delegation, the President said India-Russia strategic partnership has a long illustrious history. President Putin’s visit to India in December, 2014 was a landmark event. The understandings reached have helped to expand our partnership in a number of new areas. India is fully committed to developing and deepening the strategic partnership with Russia in diverse areas. Over the years, we have steadily developed the special and privileged strategic partnership which reflects the breadth and depth of cooperation between our two countries. We believe that economic dimension of our bilateral relationship has huge untapped potential.

The President said India-Russia Parliamentary exchanges are an important element of bilateral relations. The visit to India of this high level delegation comprising Chairs of different parliamentary committees will provide fresh dynamism and depth to our parliamentary contacts.

Responding to the President, Mr. Sergey Naryshkin, Chairman, Russian State Duma said that the friendship between India and Russia has grown over various decades. He stated that BRICS Summit will take place in Russia in July this year. He also sought India’s participation in the 70th Anniversary celebrations of ‘Victory Day’ in Russia.

PM appreciates Railways Budget 2015

Health and education facilities extended to local people living in the vicinity of Kalpakkam and Kudankulam nuclear plants

The health and education facilities for the local people living in the vicinity of the nuclear power plants are already being extended both at Kalpakkam and at Kudankulam in Tamil Nadu and such welfare activities are ongoing.

As a part of its Corporate Social Responsibility (CSR) and Neighbourhood Development Programme (NDP), Nuclear Power Corporation of India Limited (NPCIL) has been taking up projects in areas of Health & Education around Kalpakkam and Kudankulam. The details of the projects around Kalpakkam and Kudankulam sites, including the financial support extended by NPCIL are enclosed as Table1 and Table 2 respectively.

Agreement in space technology for peaceful uses of outer space

Government of India and its national space body, the Indian Space Research Organisation (ISRO) of Department of Space (DOS) has signed agreement with other developing/ developed countries and their space bodies for peaceful uses of outer space including Research and Development (R&D) in space science, technology and applications.

Currently, such cooperative arrangements are in place with Argentina, Australia, Brazil, Bulgaria, Canada, Chile, China, Egypt, France, Germany, Hungary, Indonesia, Israel, Italy, Japan, Kazakhstan, Kingdom of Saudi Arabia, Mexico, Mongolia, Myanmar, Peru, Republic of Korea, Russia, Spain, Sweden, Syria, Thailand, The Netherlands, Ukraine, United Kingdom, United States of America and Venezuela.

e-Auction for Coal Blocks


                  For management and reallocation of 204 coal mines/blocks cancelled by Hon’ble Supreme Court of India, Government has promulgated ‘the Coal Mines (Special Provisions) Second Ordinance, 2014’ on 26.12.2014.   An Inter-ministerial Technical Committee was constituted to consider and recommend cancelled coal mines/blocks for auction and allotment as well as the specified end-uses for such blocks.  The said Technical Committee has so far considered 110 coal mines/blocks. This was stated by Sh. Piyush Goyal, Minister of state for Power, Coal & New and Renewable Energy (Independent Charge) in a written reply to a question in the Lok Sabha today. Based on the recommendations of the Committee, 65 coal blocks have been earmarked for auction and 45 coal mines for allotment along with the specified end-uses. Further for the purpose of auction, specified end-uses other than power viz. Iron & Steel, Cement and Captive Power Plants have been clubbed as “Non-Regulated Sector”.  A table indicating 65 coal mines/blocks specified for auction along with specified end-uses is given below:-




 The process of e-auction has commenced with the publication of a Notice Inviting Tenders (NIT) on 25.12.2014.  The auction of coal blocks is an ongoing process and so far e-auction of 19 coal mines has been completed.  The e-auction carried out so far is for captive use and therefore, will have no effect on the price of coal, the Minister added.

Works Under CSR


                  Several works are being carried out by Coal India Limited (CIL) and its subsidiaries and Neyveli Lignite Corporation Limited (NLC) under  Corporate Social Responsibility (CSR)  as per Scheduled VII of New Companies Act 2013 for Infrastructure Development, Skill Development, Social Empowerment, Water Supply, Health & Sanitation, Sports & Culture and Education facilities etc.  Beneficiaries under CSR activities are the people living in and around the mining areas, land oustees, Project Affected People (PAPs) and those staying within the radius of 25 kms of the project. This was stated by Sh. Piyush Goyal, Minister of state for Power, Coal & New and Renewable Energy (Independent Charge) in a written reply to a question in the Lok Sabha today. Poor and needy sections of the society living in different parts of India are also the beneficiaries of the development works carried out under CSR. In addition to aboveCoal India Limited & its subsidiaries and Neyveli Lignite Corporation Limited have undertaken construction of toilets in Government schools of various states under Swachh Bharat Programme. The details of funds allocated for CSR activities during last three years and current year  are given below:
